This image of receding tabletop mesas is archetypal Southwest U.S.  The earth tones and dust laden sky bands reflect that geography. The layering of the landscape from foreground to the horizon was via carefully chosen variation in color attributes of intensity and saturation. The banding of the sky was similarly controlled. The overall perceptual effect is to imply a real dimensionality. The hard edges of the color field boundaries provides another level of perceptual interest to this abstract landscape.
